  • Data Collection Locations: Data collection will take place in three cities in Poland. The exact cities will be determined following the desk review, taking into account regions with higher concentrations of refugee and minority populations
  • Target Sample Composition: While the exact sample size will be defined at a later stage, it will include:
  • Young women aged 19-24
  • Adolescent girls aged 10-19
  • A significant portion of the sample will specifically focus on, vulnerable social groups, including:
  • Refugee Girls: Special emphasis will be placed on adolescent girls and young women from refugee backgrounds to capture their unique perspectives and challenges in Polish cities
  • Minority Groups: We will prioritize the inclusion of young women and girls from ethnic, religious, or other minority groups in Poland
  • LGBTQIA+ Communities: The study will actively seek participation from young women and girls who identify as LGBTQIA+. This is crucial to address the distinct safety and societal concerns they might experience
  • Sampling Method:
  • A stratified random sampling method will be employed to ensure representation from each of the above categories. Within each stratum, participants will be randomly selected to minimize bias. Data collection will take place in three cities in Poland (exact cities to be determined following the desk review). The target sample size will be defined at a later stage; , it will include young women (19-24) and adolescent girls (aged 10-19)
  • Quantitative:
  • Online map-based social survey application to collect first-hand information from the users - girls and young women. Young women and girls will be encouraged to use the web-based map of their city, by dropping a purple ‘good’ pin on areas of the city they enjoy and an orange ‘bad’ pin on the precise locations where they feel unsafe or uncomfortable. They will then be invited to leave a comment about why they liked or disliked that part of the city. This method was first piloted by Plan International Australia in Melbourne in late 2016, and later on was extended to five cities, with the same methodology
  • Qualitative:
  • Plan Poland will prioritize the implementation of young women-led participatory action research at an early stage of the project design. Plan Poland will engage young women as partners in research design, data collection, analysis, and reporting. These young women will be in the lead to conduct safety audit walks in their cities aimed at identifying safety risks and security concerns that are affecting them and their peers, engaging diverse young women including those with disabilities, LGBTQIA+ groups, refugees from Ukraine etc
  • As an addition to the safety audit works, young woman adolescents, and civil society partners and key stakeholders should be interviewed through Key Informant Interviews, To gather detailed, nuanced insights from adolescent girls regarding their experiences, perceptions, and suggestions related to safety in public spaces in the city
  • Analysis
  • Qualitative data will be analyzed using NVivo or similar software which allows for data to be inputted, coded and analyzed. Sub-analysis must be applied to the data. Typical sub-group differences that may be applied (based on demographic data collected from the adolescent girls and young women
  • Expected Deliverables
  • Research Manager will provide the following outputs:
  • Supporting the completion of a 15-page desk review outlining existing knowledge and gaps with regards to safety risks and security concerns that are affecting young women in all their diversity while navigating through Polish cities
  • Conduct the research using tools and technologies with the participation of diverse groups including refugees, host community, young people living with disability, and LGBTQIA+, and considering language barriers and cultural sensitivity

  • Execute overall project management and oversee partner implementation of project activities within the deadlines and standards required by Plan International

  • DIMENSIONS OF THE ROLE
  • The MERL Specialist will oversee capacity exchange, quality assurance, and procedural operationalization for all monitoring, evaluation, research, and learning (MERL). Moreover, she/he will act also as Accountability to Affected Populations (AAP) Focal Point, covering the responsibilities in the Poland mission projects and response strategy.   • This position will play a key role in supporting the Poland country level MERL activities and ensuring high quality information and analysis is provided across the Plan International federation. The postholder will provide MERL leadership, technical support, and guidance to Plan International teams and partners in Poland. The position will be based in Warsaw, Poland
  • The role is the primary point of contact for staff and partners in the Ukraine mission on all MERL & AAP support requirements. The post holder will implement MERL requirements, in alignment with the Plan International Global Hub and Ukraine Response Hub MERL standards and practice. The post holder will represent Plan International in external fora, ensuring the organization is seen as a leader in gender focused programming in humanitarian response
  • ACCOUNTABILITIES
  • • Provide technical MERL leadership to Plan International partners and stakeholders, acting as the MERL focal point for the Poland mission
  • • Lead the development of project MERL frameworks and MERL plans in coordination with in-country partners
  • • Lead country level data monitoring, dissemination, and processing for the Poland mission
  • • Develop MERL & AAP capacity exchange plans to improve in country partner MERL & AAP processes and systems
